We recently made this update to apply discounts on manual orders faster.
From your Shopify dashboard, create an order.
Then apply to a customer (that has discount tags), products they'd like to order and save.
Once saved, it will be a draft order. Click more actions and then Apply Wholesale Pricing Discount. It will apply the discount tag for the customer to the order.

Q: Can I create manual orders for a secondary market?
No. Manual orders for secondary markets aren't supported on any plan, including the Global Plan. When a manual order is created, we don't receive the market's conversion rate from Shopify, so we can't reliably control the currency conversion. To avoid creating orders with incorrect pricing, we've disabled this rather than risk inaccurate charges.
Q: Does the Global Plan support manual orders across markets?
The Global Plan supports selling into secondary markets, but manual orders specifically are limited to your primary market. The reason is technical: Shopify doesn't currently expose the conversion rate to us when an order is created manually, which means we can't guarantee correct pricing for a secondary market's currency.
Q: Why isn't this supported?
It comes down to a gap in what Shopify makes available. For automatic/checkout orders, the conversion rate is handled correctly. For manual orders, Shopify doesn't pass us the conversion rate, so we have no dependable way to apply the right market pricing. Supporting it anyway would risk charging customers incorrect amounts.
Q: Will manual orders for secondary markets be supported in the future?
Possibly. If Shopify introduces APIs or functionality that let us properly access and control the conversion process for manual orders, this is something we'd prioritize adding.
